On July 11, 1864, the U.S. War Department issued General Orders, No. 228, assigning Major General Edward O. C. Ord to the command of the 8th Army Corps, and of all troops in the Middle Department.

I.. Major General E. O. C. Ord is assigned by the President to the command of the 8th Army Corps, and of all troops in the Middle Department.
II.. Major General Gillmore is assigned to the temporary command of the part of the 19th Corps in the Department of Washington.
