On June 25, 1864, the U.S. War Department issued General Orders, No. 217, assigning Covington, Kentucky to the Northern Department, under the command of Major General Samuel P. Heintzelman.

Covington, Kentucky, and the country around it, within a, radius of ten miles, is added to the Northern Department, under command of Major General Heintzelman.
