On January 7, 1862, Major General George B. McClellan issued General Orders, No. 2 creating the Department of North Carolina and naming Brigadier General Ambrose E. Burnside as commander.

The State of North Carolina will hereafter constitute a separate military command, known as the department of North Carolina, under the command of Brigadier General Burnside.
