Issued by the U.S. War Department on September 19, 1862, General Orders No. 135 attached Western Virginia to the Department of the Ohio, and named Samuel R. Curtis as commander of the newly created Department of the Missouri.

- By direction of the President the States of Missouri, Arkansas,Kansas, and the bordering Indian Territory, will constitute the Department of the Missouri, and will be commanded by Major General S.R. Curtis; headquartered in St. Louis.
- Western Virginia is attached to the Department of the Ohio; headquartered in Cincinnati.
